President Emmanuel Macron Brings Back Sébastien Lecornu as French Premier After A Period of Unrest

President Emmanuel Macron has requested Sébastien Lecornu to return as the nation's premier just days after he resigned, triggering a week of intense uncertainty and instability.

Macron declared late on Friday, hours after meeting leading factions in one place at the Élysée Palace, omitting the leaders of the far right and far left.

Lecornu's return shocked many, as he declared on television just 48 hours prior that he was not interested in returning and his task was complete.

Doubts remain whether he will be able to establish a ruling coalition, but he will have to start immediately. The new prime minister faces a deadline on the start of the week to put next year's budget before the National Assembly.

Political Challenges and Budgetary Strains

Officials announced the president had “tasked [Lecornu] with forming a government”, and his advisors indicated he had been given full authority to proceed.

The prime minister, who is one of a trusted associate, then issued a comprehensive announcement on social media in which he consented to as an obligation the mission entrusted to me by the president, to make every effort to finalize financial plans by the end of the year and respond to the everyday problems of our fellow citizens.

Political divisions over how to reduce government borrowing and balance the books have caused the resignation of several leaders in the last year, so his task is enormous.

The nation's debt recently was almost 114% of economic output (GDP) – the third largest in the eurozone – and the annual fiscal gap is projected to reach 5.4% of economic output.

The premier emphasized that no one can avoid the necessity of repairing the nation's budget. With only 18 months before the end of Macron's presidency, he advised that prospective ministers would have to delay their aspirations for higher office.

Leading Without Support

Adding to the difficulty for Lecornu is that he will face a show of support in a parliament where the president has no majority to support him. The president's popularity hit a record low in the latest survey, according to a survey that put his support level on 14 percent.

The far-right leader of the National Rally party, which was left out of consultations with faction heads on the end of the week, said that the decision, by a president “more than ever isolated and disconnected” at the official residence, is a poor decision.

They would quickly propose a challenge against a doomed coalition, whose sole purpose was dreading polls, the leader stated.

Forming Coalitions

Lecornu at least is aware of the challenges he faces as he tries to establish a cabinet, because he has already spent two days this week talking to political groups that might join his government.

By themselves, the central groups cannot form a government, and there are disagreements within the conservative Republicans who have assisted the administration since he lacked support in recent polls.

So he will seek left-wing parties for future alliances.

As a gesture to progressives, Macron's team suggested the president was evaluating a pause to some aspects of his highly contentious pension reforms passed in 2023 which extended working life from the early sixties.

The offer was inadequate of what progressive chiefs hoped for, as they were expecting he would appoint a premier from the left. The Socialist leader of the leftist party said lacking commitments, they would withhold backing for the premier.

Fabien Roussel from the Communists commented post-consultation that the progressive camp wanted genuine reform, and a prime minister from the moderate faction would not be endorsed by the citizens.

Greens leader the Green figure expressed shock Macron had provided few concessions to the left, adding that outcomes would be negative.
